Long-run estimates show how sharply modeled EV pack costs have fallen, while also showing why each series needs a definition. The DOE’s light-duty comparison uses 2023 constant dollars and usable energy, and describes production at scale rather than a consumer replacement transaction.

Period Battery measure Figure Definition
2008 Light-duty EV pack $1,415/kWh Usable energy; DOE estimate
2023 Light-duty EV pack $139/kWh Usable energy; at least 100,000 units/year
2011 Lithium-ion pack $900/kWh DOE comparison
2020 Lithium-ion pack Below $140/kWh DOE comparison

Source: DOE light-duty EV battery pack cost comparison and DOE grid-storage article. The DOE reported the 2008–2023 light-duty estimate as a 90% decline, while the 2011–2020 comparison was more than 84% lower using rounded endpoints; the two series do not necessarily use identical energy bases.

For 2023, DOE also described high-energy lithium-ion batteries for plug-in electric vehicles as costing approximately $150–$200 per usable kWh. That approximate range was still 2–3 times the stated level needed for commercialization, although the opened source excerpt does not specify the target level.

Battery Price Data by Chemistry: LFP, NMC and Pack Measures

Chemistry affects both cost and application. In 2025, the IEA reported that LFP packs averaged more than 40% below NMC packs per kWh across global EV and battery-storage applications, while noting that stationary storage’s lower energy-density requirements contribute to the difference.

The comparison is an average across applications and chemistries, not a universal quote for every vehicle or storage project. Pack price, pack cost and cell cost also describe different points in the supply chain.

Measure Period Figure Scope
LFP versus NMC pack price 2025 LFP more than 40% lower Global EV and storage applications
FCAB R&D pack cost 2023 $118/kWh Rated energy; Argonne BatPaC estimate
DOE high-energy lithium-ion range 2023 About $150–$200/kWh Usable energy; PEV batteries

Source: IEA, Electric vehicle batteries and FCAB FY23 End of Year Report. DOE’s FY2024 modeled result of $110 per rated kWh was $8 below the FCAB’s 2023 R&D estimate, but that cross-source comparison should not be treated as a continuous time series because assumptions and definitions differ.

Regional Battery Price Statistics for China, North America and Europe

Regional averages show a widening price gap in the IEA data. The comparison covers average battery pack prices per kWh across applications and chemistries, so it should not be read as a like-for-like retail price for a particular replacement battery.

Comparison 2022 2025
China versus North America 20% lower in China 30% lower in China
China versus Europe 25% lower in China 35% lower in China

Source: IEA, Electric vehicle batteries. On the rounded IEA figures, China’s advantage widened by 10 percentage points against both North America and Europe between 2022 and 2025.

IEA commentary adds a separate 2024 view: average battery prices in China fell nearly 30% during the year. Chinese batteries were reported as over 30% cheaper than European batteries and over 20% cheaper than North American batteries, while the average global battery pack for a battery-electric car fell below $100 per kWh.

Battery Manufacturing Scale, Capacity and Price Pressure

Manufacturing scale helps explain why modeled costs and regional averages can move lower, but capacity is not the same as production or utilization. The IEA reported 3 TWh of global manufacturing capacity in 2024, and more than three-quarters of batteries sold globally came from China in that assessment.

Facility measure Period Figure Geography or chemistry
Global manufacturing capacity 2024 3 TWh Global; capacity, not output
Utilized battery capacity July 2023 1,725 GWh Worldwide
Utilized NMC capacity July 2023 432 GWh Worldwide
Utilized LFP capacity July 2023 221 GWh Worldwide
Unspecified lithium-ion capacity July 2023 979 GWh Worldwide

Source: IEA battery-industry commentary and FCAB FY23 End of Year Report. The FCAB dataset includes facilities commissioned through June 2023, and its assumptions changed across reporting periods; the unspecified lithium-ion category does not identify chemistry.

The FCAB’s cited 2021 assessment reported cell manufacturing capacity of 567 GWh in China, 59 GWh in the United States, 52 GWh in Europe, 37 GWh in South Korea and 30 GWh in Japan. Those figures are capacity assessments from 2021, not measures of July 2023 utilization.

Battery Price Targets, Modeled Costs and Production Assumptions

DOE’s annual performance table pairs modeled results with program targets. These are rated-energy cost estimates based on performance goals and production assumptions, not market prices paid by consumers.

Fiscal year DOE target DOE modeled result
FY2020 $175/kWh $169/kWh
FY2021 $140/kWh $133/kWh
FY2022 $130/kWh $129.8/kWh
FY2023 $118/kWh $118/kWh
FY2024 $111/kWh $110/kWh

Source: DOE FY2024 Annual Performance Report. The FY2024 model assumes production of at least 100,000 batteries per year and includes batteries projected to meet DOE targets, including a 1,000-cycle life.

DOE’s program target is $100 per pack-level kWh by 2028, with a long-term target of $60 per cell-level kWh. DOE says reaching its endpoint would reduce EV battery cost by approximately 70% from FY2012, or roughly $14,000; that is a modeled program impact statement, not a promised retail reduction in vehicle price.

A separate DOE roadmap set an $80 per rated kWh pack-manufacturing-cost target for 2030 for a 300-mile-range EV battery pack. The roadmap described that as a 44% reduction from a $143 per rated kWh current cost; the baseline is historical to the roadmap publication and is not necessarily a current market price.

Battery Materials, Recycling and the Cost Outlook

Commodity prices and demand influence battery economics, but they are not themselves pack-price measures. The IEA reported lithium prices more than 85% below their 2022 peak by its 2024 assessment, while global annual battery demand surpassed 1 TWh in 2024 and electric-car sales rose 25% to 17 million.

The FCAB’s cited 2022 passenger-EV chemistry assessment found LFP represented 41% of cathode production, mostly from Chinese production. That is a chemistry-production share, not a share of pack prices.

Recycling estimates are conditional rather than achieved industry averages. The FCAB report said direct recycling could decrease battery-material costs by 40%, reduce energy use by 82%, reduce water use by 77% and reduce sulfur-oxide emissions by 91% for spent lithium-ion batteries under the stated method.

Demand or deployment measure Period Figure Scope
Global battery demand 2024 More than 1 TWh Global battery market
Electric-car sales 2024 17 million; up 25% Global electric-car market
Electric-truck battery deployment 2024 Less than 5% Global EV battery deployment
Electric-truck battery deployment 2025 About 8% Global EV battery deployment

Source: IEA battery-industry commentary and IEA, Electric vehicle batteries. Electric-truck figures describe deployment share, not price share, while the recycling percentages are potential modeled benefits rather than observed market outcomes.
